devnet preview — all data is replayGovernance on Freeside is narrow by construction: it can list, pause, and parameterize the future. It cannot touch the past, and it cannot touch settlement at all.
How policy enters
Every governed change — a book listing, an SLA tier, a fee class, an emergency pause — is a transaction: signed by the governance authority, validated in consensus, emitted as an event with a reason code, and applied only forward. There is no side door; if it isn't on chain, it didn't happen.
What governance can never do is enumerated with the switches on Emergency controls — including the one thing that has no switch.
The record
The governance record to date is empty: there is no public network yet, so there have been no governance actions to record. When the public devnet exists, this section becomes the live, complete feed of every governance event — each with its transaction, its reason code, and its effective height. If this section is ever missing an action that happened, that is a finding; report it.
